My male and female have now appeared to be breeding. The only clues are: the male doesn't eat during this period, seems to be more skiddish, and has a larger jaw area than normal.

The problem is he has been only holding them for 3 days to a week. It appears the more times they spawn the longer he goes. but it's very slow. I know that some males are unsuccessful at brooding.
Anything I can do to make him hold them for the full 21 days or so?

Many times the problem is not the fish, but the keeper... You need to feed them to saturation (until they will not eat anymore) at least once a day. If you can fill him full of food and he still will not hold to term, replace him.
 
atticus... I bet that what the problem is. Mine only eat live bloodworms and brine, and sometimes I will skip a day between feedings. I'll keep on top of that for now on...
