If it's in a tank of their own, my rule of thumb has been "dime" sized at least. If they are about dime size and can eat frozen foods well, then they should be fine as long as your filter system is something they can't easily get sucked into. However, if sharing a tank with other fish, the usual aggression rules apply and I don't recommend until they are more mature (5months+ with places to hide).
