Base receding

if sps is receding at the base, is that alk or calcium issues? I know if it is dying from the tip it is called alk burn. but forgot what it is when its coming from the base.

When mine have started at the base, i have always blamed it on lack of flow.

I have had a few start at the base, then i have moved them to a higher flow are and they seem to recover.
