Yeah Matt, there was one there at the begining of the week and yeah, they are Pacific Kelp Forest fish. They get very large as you said, <1' long and are known for defending their algae gardens against sharks!
Very very cool fish but probably not a good fit for most people's home aquaria. I think most of the systems I have seen them in are running around 62-65 degrees and all were larger than 1K gallons. When they are little they look like a lot of other damsels...orange with neon blue spots which they lose as they grow.
