Best cement for concrete back wall?

I want to make concrete back walls for my jawfish tank and Nuvo Abyss stepped tank since both require a rather thin solution for a background or creation of of overhangs. So traditional rock piles are out of the question.

I've done it before, but back then with regular portland cement and directly onto the back glass of the tank. It took months to get the pH down and ultimately the still leaching out lime compromised the silicone seal of the back wall.

This time around I plan on using eggcrate or sheets of acrylic as structural support to make the back walls removable and would like to use a cement that doesn't raise the pH in order to use the walls after only a short watering period.

Can anyone suggest a brand and type of cement that fits the bill and is of course non-toxic to the tanks inhabitants and relatively easy to get?
