Bigger the tank the better. Smallest I would go with would be a 30g tall.
Flow should be broken up and gentle, although if you plan well you can get a good amount of flow in the tank and have happy seahorses.
Any kind of light will do as long as you can keep the temp down

If you get aquaculture seahorses they should arrive eating frozen mysis. I like PE mysis the best for it's nutritional profile. It's very high in protein.
Plants, corals, branch rock all make good hitches. I like to use a mix of branch rock and macro algae. I do keep corals with my seahorses but a seahorse hitching to a coral can irritate the coral.
I'm not a CC fan. I like argonite. I kind of like my substrates to be mixed with a bunch of tiny rubble rock but the CC just traps to much detritus which leads to other problems IME.
