I just bought a siphon so will be siphoning the area as I change water and also thinking about changing sand as well to something finer.

If you go finer, you'll end up sucking it out with your siphon and either constantly putting it back or replacing it with new sand.
This is basically what I do. I, very lightly, siphon the sand but remove a bit each time. Once it gets low, I'll slowly add new sand. The biggest problem with small grain sand is it getting blown around in high flow tanks. From looking at the picture though, it looks like you're using a pretty coarse sand. I'm using Fiji Pink which I like, but I do have to be careful with flow and I do end up with bare spots after several days that I have to push sand back in to. I've used super fine sand in the past and it's awful (detritus trap with no way to clean). On the opposite spectrum, I've used crushed coral and it's also awful (it get really ugly IMO).
Sand is one of those things you'll get a thousand different opinions on.
I think I'm going to leave the course stuff in this one (10 gallon). And when I do the 40 gallon I'll do the finer sand. I've got something to take care of what's going on for right now. I'm also looking into the mars aqua 165w LED light. Which is dimmable. So there won't an issue. My wife decided to get a mushroom today so that is in there. Letting it get used to the environment until tomorrow. Doing water change tomorrow as well and after i fill tank back up I'm going to use the stuff to help with this outbreak.

It's not cyano. Just leave it alone, or suck it up if you think it's Unsightly.
Whatever you do, stop listening to anything the LFS tells you. They are out to sell products, not help you.
