Many types of Blennies eat algae. Whether or not they eat hair algae depends on the particular fish.
I have a Starry Blenny (awesome fish) that only eats film algae. I battled horrible hair algae for months and he was no help what so ever.
My Bicolor Blenny keeps the rocks very clean. I do not have hair algae in that tank so I couldn't say for sure if he would eat it. I did have some patches of fluffy green growth and he took care of it.
I used to have a Lawnmower Blenny. I got him after an outbreak of hair algae and he gobbled it all up within a week or so. This was in a 90 gallon tank. Unfortunately he would not touch any other food I put into the tank and starved to death.
My Yellow Tang eats short hair algae. I don't know about the long stuff.
