More information is needed. How are your water parameters? If it is both eyes, I would be inclined to guess that the pop-eye is the result of a disease as opposed to an injury. Are the eyes clear/cloudy? Is the fish acting off?
My only experience with pop-eye is fairly recent. I am pretty sure that our fish with pop eye was the result of an injury as the fish acts completely normal, eats normally, only has affected one eye, and the eye is clear. We treated our system with Melafix Marine per the instructions (no carbon and turned off the skimmer for 1 week) and did a 25% water change at the end of the treatment. We did have trouble getting our skimmer running again so we left it off for another week.... The treatment did not help (but I think it did not help because the pop-eye was not disease related but instead injury related). However, in order to get our skimmer running again, we did another 25% water change 1 week after the previous 25% water change, got the skimmer running and I do not want to jinx myself, but the fish's eye is getting better. This is 5+ weeks after the initial injury.
If I was you, I would check my water parameters. If the water parameters are good (also, how old are your test kits? Are you sure they are still good?), I would then treat with Melafix marine following the instructions to the letter. After treatment, I would make sure that the water parameters are pristine giving your fish the best chance of recover. Good luck. I am happy our fish is getting better; I do like the little guy.
