Black and white hedious

my black and white has developed white spots on his rear fin. The spots are rather large (think 1/2 an eraser head) I have put him in QT thinking it was ick but the hyposalinity treatment is not working (after 1 week). He's eating, not scratching, swims fine, no labored breathing, eyes are clear.

Any ideas?

It may not be ich, it could just be a damaged fin. If it were ich you should see it on other parts of its body throughout a weeks time.
