Reef Breeders SuperLux, Mars Aqua, Viparspectra, SBReef, Galaxy Hydro, Euphotica and even a few others all make good light. The issues are build quality on some and how easy it is to get customer service down the road. My advise is to deal with a brand that has a website and not Ebay or Amazon. Of all of these brands, I think only Reef Breeders has a sponsor forum here at RC which makes their customer service much better and more reliable IMHO.

Mine are doing fine, my only real complaint is they seem to lose minutes pretty easily, what I mean is I run two units, after about 3-4 months they will be 5 minutes apart. But that is a very minor complaint and easy to fix.

electrical/fire/shock hazard safety?
Is there a specific safety standard in which you must comply with?

Have two, seem to be very well constructed, fans I can't hear even up close, the light is great, my corals love them over the T5's, running just over a year and I have absolutely no complaint.

I have a new one as well..still dialing it in but the colors and nice and tank good better.
