The best food to train any ribbon eel to eat is going to be live saltwater feeder shrimp. They are primarily crustacean eaters in the wild so these most closely resemble the food they would be eating. These are really hard to find usually but maybe you can get lucky. If not, then freshwater ghost shrimp will work. You just have to acclimate them to saltwater very very slowly. They won't live long in a marine tank but it may be long enough to trigger a feeding response in the eel.
