Blueheaded Wrasse swimming in circles

My Blueheaded Wrasse was swimmingin circles like he was trying to catch his tail. At the top of the Tank and Gasping for air any Ideas what this is Water readings are good.

Hi snapper,

Could be an oxygen problem? Do you have lots of surface movement?

Is your tank grounded? Maybe stray voltage

Or something is off somewhere in with the param.. Start with checking them again and do a water change and see if that improves.
