"break-in" of new skimmer

Just installed a new Corallife Super Skimmer and the directions say that there is a 24-72 hour break in period. At the moment im 24 hours into the break in with the skimmer setup in sump exactly as they say. Still its not producing enough bubbles to even reach more than 1/4 of an inch above the surface of the water. Is this something that will just sort of happen and all of a sudden it will start to properly bubble/skim. 72 hours without my main mean of filtration seems like a long time to me. Is this how its supposed to work?

Sounds like you need to close off the outlet valve a bit to raise the bubble column in the body of the skimmer.
Is there a valve for this?
Or a tube to raise up and down?
 
Yup, there is a valve for water outlet which is closed as much as it can be now. Ive just got home and cranked the intake valve to full open, raised the level of the water to where it should be in the skimmer and it seems to be producing some happy little bubbles/foam, just enough to crest the top of the cone, looks like im back on track, thanks for the help Sean!!!
