I'm relatively new to the aquarium game. I have a 30 gallon tank with live sand and rock. A clown, benggai and clean up crew. My only filtration system is a cheap backpack filter (which is most likely the root of my problem), I am in the process of working on a sump set up. But no matter how many water changes I do I can't seem to shake this algea that is growing on my sand and walls. Will a proper filtration system fix this problem, and what can I do on the mean time to keep it in check? Thanks!

Not much. That film is fairly normal, not too alarming, but track your nitrate and try to keep it under 25. As far under 25 as you can. And clean the filter frequently: it'll raise the nitrate up and up, and encourage that more and more. Once you can get a sump and skimmer going, you can ditch the filter and the cleaning and life will be much easier.
