Brown slime, Dino, Cyano?

I've been battling algaes since I started my tank in August. First it went through the diatoms which went away quickly and became bryopsis which I defeated with Tech M and constant scrubbing / cleaning. Now I have had this brown slime that will coat the rocks and "clumps" into mats in the sand making it able for me to pick the sand up and throw it when I clean. I will scrub and syphon the gunk out off the rocks and walls of the aquarium only for it to come back. I just want a positive ID so I know what my next step will be to attack it.

Tank is a 40 Gallon display / 20 Gallon Sump (does have some chaeto but not a full "Refugium).
I've been using RO/DI since the beginning and currently added a Reef Octopus 150INT. No additives / Kalk drip or any dosing. Water changes 25% weekly.

Salinity - 1.028 (Refractometer)
PH: 8.0 (API)
Ammonia: 0 (API)
Nitrite: 0 (API)
Nitrate: 0 (API)

I attached some pictures of it on the rocks and near my coral (iPhone). Any help is appreciated before my tank learns to fly from the 4th floor apartment window :lol:
