I woke up today and went to check the tank and saw that a large portion of my rocks have this brown looking algae on it.. It's all over my sand, glass, and power heads.. I don't have any fish yet because my tank had been cycling. Is this normal?
Probably Diatoms. This is perfectly normal with a cycling tank, and it will go away on its own in a short amount of time. Just keep the glass clean, and all will be good!
