BRS reactor holding carbon?

Hey guys. I am a bit confused. I went to the brs calculator and it says for a total of 25 gallons of water, to use 3 tablespoons of carbon. But my brs mini reactor will hold like 2 or 3 cups of carbon. What do I do with all the space??

Put in your carbon, then the sponge, then tap the cup upside down so everything settles to the top. Then run your reactor wide open. With carbon you want it packed tight so it doesn't tumble. and with it already being packed into the top, you wont get any tumbling. What I did though, was buy a few extra sponges and pack the extra space with them.

BRS has videos on youtube on how to setup and run a reactor.
 
My understanding with the mini is to fill it up.

With carbon and GFO. The mini was designed to be used with both, and BRS doesn't recommend using it for just GFO(something about it not being long enough to tumble, but I use it for just GFO)
