Bubble Algae

I have tiny little bubbles on some of my rock. My tank has been cycling for 3 weeks. 24AP
pH 8.3
temp 80
amonnia 0
nitrate 0
nitrites 0
1.022
I have a 6 line wrasee
1 pepermint shrimp
3 astreia (SP) snails
4 hermits
is this just a sign of my algae dying off?
My rocks are covered with brown and a little green algae.
Startiing to clear up. Should I get some more snails? I need some for some substrae.

Need alittle more info. How big is the tank? Skimmer? How deep is the sand bed? How much rock? We need Pictures

It is a AP24. About a 3" sandbead. No skimmer. 25 lbs of rock.
