Bubbles in aquarium seam

My 55gal tank has bubbles on the seam, what should i do? I've attached a picture so you could see how it is.

Don't look good. I wouldn't use it. Voids between where the glass is joined could leak. Silicone voids where the silicone is smeared in the corner is okay, but not where the glass meets glass.

I've the same bubbling on small sections of the seams of my tank. I've always assumed it was no big deal unless excessive. I'm no expert though. By the way what's the goo at the bottom? Silicone?
