Strange swimming behavior concerns me more than the eye. Popeye can be caused by many things, but it is often the result of injury to the eye from netting the fish. Simple swelling will usually resolve with the help of a large water change using well aged and aerated saltwater. If the eye is cloudy looking then it should be treated in quarantine with a good antibiotic.
