bulkhead question

I'm redoing my plumbing from a used aquarium and when I took out the bulkheads none of the pvc was cemented. Is it suppose to be? When I'm putting it back together should I cement it with pvc glue? I'm new to the whole overflow technique as this is my first saltwater tank.

I never cement the fitting to the bulkhead as I may need to remove it, however you can use a small amount of silicone so that if it needs to be removed it will still easily break loose.

I bought a house and discovered that the previous owner forgot to cement one of the PVC joints. Big flood. Oddly, it didn't leak in 3 years and with 40 psi, but it did eventually give way.

The silicone sounds like a great idea. Even with the low pressures, I'd be uncomfortable just having friction holding it together. Most of the used equipment I've seen is all cemented.
 
What about for those people who are using the "herbie" method? that is...using a siphon at the overflow. If I don't cement it, will any air get into the overflow?
