I am considering getting a better flash for my rebel xt and wondering what the experience here says is a good choice for reef photography with this camera

I recommend the 430ex. I bought one for my girlfriend for her rebel and its great. I have a 580 for my 30D and it is very expensive. You may not every use all its features and I believe the 430 is just as powerful.
The 220 has mixed reviews. Its a nice flash but some think its too weak.
