Set the working pressure on the reactor at about 30 psi. Then use the needle vavle to adjust your CO2 bubble count. If your valave on your water effluent from the reactor is still stopping let me know. I have used the small valves found in the drip irrigation section of lowes for years without any problems if you need to try a different valve.
Here is a picture I found of the valve. It's the one on the left. Be aware that these valves leak and will need to be placed over your sump on the end of the line.
