Came home to a whining pump last night

We drove to rapids to visit Stacey's parent last night and when we got home something sounded funny. The water in the tank was a down about an 1 1/2 inches and the pump in the sump was sucking air. Looked in the basement and we had a puddle of water under where the tank is. At first I thought the seal on the overflow leaked again but realized when I looked at the clock the power had shut down for awhile. It seemed my hole for the suction releash was plugged to the tank kept draining overflowing the sump.

So I made some water to fill the tank (4 gallons) and did some cleaning and drilled a bigger suction release hole. But when ever I plugged the pump for the sump back in it kept blowing the GFI (?) outlet. But if O plugged it into a regular outlet I had not problem with it. I had the same problem with this two weeks ago trying to restart the pump after a water change, but was able to get it started by unplugging the lights. So I'm assuming the outlet is somewhat fried. So right not I have the sump pump running from another outlet with an extension cord.

What do you think, is it the plug of pump that is the problem?
 
Did the outlet or the pump get any water splashed on it? Could be salt residue causing a short but not a complete short. If the pump, I have used WD40 to replace salt/water and clean components. The outlet I would just replace--they are cheap.
 
The pump is a submersible pump that is in the sump. The outlet in a bad spot to be replaced and probably won't get replaced till the new tank is up and running
