can a bulb break a ballast?

earlier today i had a icecap ballast and reeflux bulb that have been working fine together for the last week or so. Anyways i have another reeflux bulb and icecap ballast. Ive hooked two ballasts up to this particular reeflux bulb and i could not get them to fire the bulb. Naturally i take the one ballast that i know works and hook it up to the bulb. When i do this, there is a small spark so i immediately unplug it. Now the ballast will not fire either bulb. Can a bulb really break a ballast? If so this single bulb has ruined THREE brand new icecap ballasts. What should i do?
 
open up the ballast and see if it has a fuse that might have blown. I wouls assume any power electronics like a ballast would ahve one. then its just a matter of replacing it.
