If the tank is big (not sure what this would be, but, I'd guess 75g as a minimum) enough and there is plenty of rockwork, then probably yes, but, I'd add them at the same time so their is no prior residency issues.

I've heard that a royal gramma and black cap wont get along. But I've never tried.

I keep royal gramma and blacktop together in 120 with no issues.I added them at the same time.

Blacktop? Like what is used in streets? I would envision a blackcap and royal gramma doing fine as long as the tank was of moderate size of better.

You still haven't said how big the tank is. That's really important. Mystery wrasses can be pretty territorial, depending on age and space, as can the powder blue.
