can i add salt now?

im sort of new to al of this i went out and got everything from the lfs today and set it up when do i add the salt?do i have to wait for it to cycle? for some reason my fish are not looking to good there sort of just floating around and keep getting stuck in the black waterfall that goes to the bottom tank this the stuff in it

I wouldn't add the salt until your fish learn to behave!! Otherwise, they'll know that they can control you!!!
