can sea salt be expire??

As long as no moisture gets into the container then I would think the salt would be good for years on end.
 
I've heard that if the salt does get wet it will affect the calcium, magnesium and other trace elements as well. Just as an example, if everything checks out ok with dry salt, don't expect these numbers to be consistent with salt that has been exposed to moisture.
Like mentioned above though, as long as I'm not doing a large water change I would go ahead and use the salt regardless.
