It's actually an Echinometra lucunter, a species of rock urchin.

They are not poisonous, nor are they venomous. Firmly grasping this species shouldn't puncture any skin.

I found a couple of similar-looking species in Hawaii, with exactly that sort of spine. They feel like hairbrushes, they aren't sharp.
 
Nah, these species are very reef safe. Their spines are too frail to push rock. (they'll snap off first)
