Its a juvenile, but appears to be transitioning to male. Evolved has/had a pair IIRC.

yes and yes, this is a truly underappreciated wrasse. Very beautiful, very peaceful.

Do you know the max expected size? Not much info out there, but I have seen as high as 10" listed.

Definitely not 10", the 4.7" is right.
