I've got a friend dealing with this and need to know what this is too!

It's very fast growing like he's never have seen before.
He picks it off and if one tiny piece gets lost is starts somewhere else.

Is yours the same behavior?

yes exactly, from the answers I got it Bryopsis (hair algie), there is a thread at the beginning of this forum about it.

Im no expert but I think its feather caulerpa; lower plants like bryopsis won't branch like this and is not attractive. Caulerpa is fast growing.
