Can you help my orange torch?

I picked up a green torch and an orange torch (tentacles are green under full light but really cool orange under blue/moonlight) at a local coral show last weekend. Both were fully extended in the displays. The green one has been doing great with full tentacle extension from day 1 in my tank. The orange though is barely extending at all. I had it fairly low but central in my tank, which is a shallow (12") reef with moderate lighting (current usa orbit marine led). I moved it to an slightly lower spot with partial shade last night thinking it was maybe getting too much light but it hasnt made much difference. Do the orange variety like a lot of light? Should i move it up? Or is it more likely a flow issue? Flow in current location is low-moderate.
