Nope, have never seen that that I know of. Is it stiff? There is a specie of macroalgae called coraline although I think it might be really stiff.
Almost reminds me of algae growing on a gorg skeleton
I do not think it is gorgonian because it does not have polyps. There is lots of it in the bay and looks exactly the same. The branches are translucent.
Maybe a species of this?

Try looking at Digenea simplex; it is a brown algae. It is what I call drift algae.
I think you are right.
