Is this Candy Cane?
I have 2 pieces, one with 2 heads and one with 5 heads.
Should I stand them up like a tree or lay them down.
How to the get new heads?

they look like candy cane to me,i stuck mine in the rock work so the heads dont touch the sand or rock.

Hi matman4u, Yup those are candycanes. They are definitely in need of some tender loving care. As mentioned before ,you should stand them up. It would be best to maybe mount them onto something with some marine putty so they do not keep falling down.
The coral skeleton underneath the polyp tissue is very delicate and when it falls and everytime you touch it or adjust it you can damage it and slow down healthy growth. So if you can find a nice spot for it and leave it be it should spring back nicely and eventually start splitting.

I have the exact same type in my tank and mine are flourishing. They are very hardy and fairly easy to keep.

Here is a picture of mine when I got them 3 years ago The amounts of heads have quadrupled over this time.
This will give you and idea of what a healthier specimen looks like and what you can expect if you take care of them.

BTW, this is my most recent frag ,2 days old! Can you see how I made a base with the putty. Or you can attach to a rock.
