Candy cane?

I bought a 4 heads 1/2" diameter candy cane. I see on you tube they have little tentacles and opened up when feeding, are the heads of mine still small to do that? they are under 4x39w t5 22" from light.
 
I have one that has had a couple of tiny heads. When I squirt them with the water I thaw food in, they put out tentacles & I give them a little piece of mysis. They grow then. It takes a while to get them to open up when the lights are on, but it only took mine a couple of weeks of squirting them gently with the baster to figure out that meant food with the lights on.
 
In the morning they're smaller but when lights turn on they get just little bigger but I don't see them to open up more after lights out, maybe they're just babies. I will squirt them rods food when I feed. Do they feed better when lights are on or off, day or night? Here they are:

Mine get cyclopeeze, arcti pods and oyster feast. Low to medium light and moderate indirect flow work best. Here is a shot of my trumpets. Same type. You can see the short tentacles on this pic

If I feed mine it's when I do a water change. The lights are off the tank but ambient light from the room lets me see them open up and I feed them then.
