cant get a shap picture

in the viewfinder it looks sharp, but when i load it on the computer it looks like this.

Are you using a tripod? You're shooting at 1/4 a second shutter speeds, which means if you arent using a tripod you're going to get blur and your fish will be blurred (or anything moving for that matter) regardless of if you're using a tripod or not.

Try upping your shutter speed.
 
i am trying to take picture of the coral. im not trying to take picture of the fish i am using a tripod. i adjust the shutter speed to where the camera meter is in the middle. thank you
 
To be honest I am not even sure what coral you focused on. You can up the speed (ISO) and that will allow for a faster shutter speed, and still keep your metering in the middle. Not sure of your F-stop, but you can open up there and also let in light for a faster shutter speed.

Also, often there is a sharpness setting in the camera. Check that out. My 10D always looked soft but looking back it was my settings, not the camera. Additionally, what software are you processing with? I ask because most digital imaging benefits tremendously from processing after taking the image. This includes sharpening (especially if your in the camera settings are low).

One more thing. Are you pressing the shutter manually? If so with this shutter speed you may be inducing movement. Use the timer or a remote release.
 
I had problems at first too ( i just got camera a month ago). Make sure you dont shoot at an angle through the glass it wont turn out sharp, Try manuel focusing also . Im sure some other people who know more will chime in.
 
You don't just adjust the shutter speed to make the meter in the middle. You also adjust the aperture and ISO speed. I think you should shoot for -2/3 or so. The frag plug is completely bleach white. I know frag plugs are not glamorous until encrusted but we should still be able to pull some detail out of it. You were also at f/13 which was WAY for a frag that deep in the tank sacrifice a lot of that aperture for shutter speed, and then use even more shutter speed till that needle goes to the left a tick.

I see your using a 40D, a man after my own heart. Lets activate Live View and check out its 2nd best feature, the live histogram. Set your aperture to f/5.6 and adjust that shutter speed until the bar graph backs away from the right hand side. *the best live view feature is the 10x digital zoom IMO.
While your at it, use the 10x zoom feature to lock on to the frag perfectly. The 28-135 isn't the best lens, and auto focus accuracy isn't as spot on as some others.
