Caulerpa verticillata I think?

If you're trying to keep a reef tank, it's probably bad as caulerpa grows very quickly and can overrun your corals. It is possible to keep it under control though.
 
Caulerpa Verticillata can be as invasive if not moreso than other caulerpas. Probably not a good addition to a reef display. For removal you may find some herbivorous fish eat it although most will probably get too large for a 36g. You could try an urchin.
