I have had two Centropyge species (potters and Eibli) together in my 120 gallon FOWLR for almost a year now. Both have what I would call mild cases of HLLE. The potters is by far the more mild case, just a small spot in front of each eye, and the Eibli doesn't show nearly as much as a normal fish due to a grey body.

I feed a combination of ON Formula Angel, ON Formula 1, ON Formula 2, PE Mysis, Hikari Mysis, Sally's Plankton. I also provide Red, Green or Purple algae two to three times a day.

All the "plankton" (mysis and plankton and occasional brine) is dosed with vitachem every feeding. The other foods are dosed with a rotation of Selcon, Brightwell's Angelixir and Kent Marine Zoe.

I have a grounding probe in the tank and in the sump in my basement.

My nitrates are usually around 40ppm, otherwise pH runs about 8.2 and everything else is 0. I don't monitor phosphate as it is a FOWLR.

What am I doing wrong and what can I do to improve the situation.

I wonder if it is just the stress from these two fish being housed together? They don't nip at each other or chase eachother.

They both eat like pigs. The potters will eat NLS pellets every now and then, but I don't feed those often.
