Chaeto in fowlr

On the tank in question I have a 25 gallon fuge with ~18 gallons of sand and the rest hopefully/eventually packed with chaeto.

I put in two baseball sized lumps of chaeto 6 weeks ago and have noticed almost no growth. They have ~6500K lighting with 2x 18" fluor strip lights. I'd consider doing 2x clamp lamps with the popular 75w home depot bulbs but am affraid of melting the joint in the versa top.

Nitrates are in the 15-25 range (I change water when they hit 25) and the RDSB/fuge doesn't seem to be kicking in yet. The flow is from a spraybar going the width of the tank spraying towards an overflow/drain on the far end of the tank from the spraybar. Flow is solid (about 500 gph across)

It seems kind of odd the chaeto isn't growing much. Does it need more light? More flow? It should have plenty of nutrients from the rest of the fish.... It gets about 18-20 hours "on" and the rest w' no light. No cyano, no hair algae, little bit of brown nuissance algae but not a ton. What am I missing?
