I would suggest a Pana-flow and drop a resistor in to lower the speed and noise a lot by a couple of volts.

The Yate Loon fan's aren't bad fans. Panaflows are pretty good, if you get Japanese made ones. The chinese made panaflows are notorious for bearing clicking when you undervolt them.
