You have to resize to 150x150 (I think-may be 50x50?) and then you can upload it directly from your computer or load it to a website like photobucket. Then from My RC, click on Edit Profile. Near the bottom is the avatar upload/paste locations to put your own in.

Some people aren't allowed to have avatars...

I think you need like 100 posts or something first before you get a custom avitar.
