Chloroquine phosphate dosage

Hi, I have a hospital tank full of fish with velvet, and the over the counter meds (uni marin) are not helping. I've read several references to chloroquine phosphate/diphosphate at 5-10mg/l.
I have access to 250mg tabs of phosphate. Should it be 5 -10mg of tab, or active ingredient? The actual content of chloroquine is 155mg per tab.

Anyone use this in this form? Thanks
 
How mature is your filter on hospital full of fish. I am concerned that is doing more harm than good.

I'm using a large aquaclear HoB with a 2 week old foam cartridge and a newly acquired fully mature cartridge. NH3 isn't helping, it was off the scale this morning (pre cartridge), although I did a 80% water change and since added more filtration. I'm trying to track down a NH3 test kit to make sure it's 0, but it's late at night here.
I do have to treat the velvet though, and need to figure out how to use the tabs, the salts are not readily available to me.
