Chromis has a red spot on him

Today this morning I noticed my Chromis residing at the corner of my tank, beating his fins really fast. Very unsual of this guy, and on one side he has a red soot as if hes bleeding and on the other side he has a white spot, not ich, the spot looks like as if it was painted on him.

What can I do ?!
My params are
ammonia 0
nitrite 0
nitrate 20
ph 8.0

My stocklist are 2x Chromis , 2x Scissortail dartfish, 1x firefish

i use to have another fire fish but he died from a bactierial infection 2 weeks ago.
The other fish are in their usual whatever mood and swim around

Can you post a picture? The symptoms are very similar to that of Uronema (red band disease) that green chromis often get. It is almost always mistaken for a bacterial disease, but it is a protozoan. However, once a fish has this disease to the point that it is gasping, it is too far gone to save. I just wrote an article on this disease for Aquarium Fish International magazine, you might check your library to see if they have a copy (from a month or two ago).
