Clame growth rate

dpending on the species and how ideal the parameters are they can go anywhere from a 1/4" to 1" per month and somtimes more.

3 watts per gallon? Not near enough light to sustain and grow. Crocea clams are one of the most light demanding creatures out there, and pretty much without exception need strong metal halide light to survive past a few months.

What kind of lighting do you have?

Keep in mind that Croceas are light demanding clams and if you are using fluorescent then i would switch to VHO or T5s and go with as much wattage as you can.

I have a Coralife Compact fluorescent fixture with 65 watts on a 20gl the clam has already grown quit a bit and he is near the top of the tank

You should seriously consider upgrading those lights. I've seen people try maximas (less light demanding) with much more PC lighting in cmaller tanks. THey never make it long term.
