If i understand correctly the only issue with peppermint angels are the same with the masked angels which is they are Deep water fish and its not safe to collect at those depths.
Has nothing to do with CITIES or anything else so if you want to risk the deep dive then so be it but that shouldnt put a ban on them.

Well not to go offtopic (since this fish is not listed under CITES), but you can view the list here:

It is divided into locations and then genera/species within those locations. There is even a quota on Live rock, if you really want to know how much is allowed to be exported this year, along with all the other coral genera.
