Clarity Issue

I'm not pleased with the look of my tank. I have a 3 month old 100 gallon with a 150 watt 60 inch Current USA MH/T5 fixture. When the lights are off or when just the LED are on the tank's water appears crystal. I can look from end to end and see every detail. When the Halides & T5 come on the water then appears very cloudy. I cannot even see the other end when looking from the side. Is this a water issue / bulb issue / filtration issue? I run RODI, have a large skimmer for the system - MSX200, and very lightly stocked - few corals, hermits, and snails. My water parameters have been stable for weeks now. Any suggestions?
 
the bulbs wouldn't make the water look cloudy. do you have substrate blowing around as a result of a powerhead coming on when the lights do?
 
Powerheads are on 24, but there is substrate being kicked around by them. I have tried adjusting them but still have sand in the water column. Guess I just need to wait for more bacteria to grow. With that said, I can see the small pieces of substrate, still not sure about the cloudy water.
