Cleaning salt from a wood stand.

I have a used stand that is in good shape. Previous owner just stained it and I want to paint it. The problem is that part of the base is crusted in salt and is damp. How do I clean this to get it ready for paint without damaging the wood?
 
Well you would certainly make sure it is completely dry first. When dry I would wipe it down to remove and salt residue. Then I would sand it to prepare it for primer then paint.
 
Salt creep is easy to remove, wet rag, wipe.
You will need to sand anyway to prep for any new finish, but keep in mind the stain was most likely oil, can't put water base over oil w/ out special primers meant to overcome that.
