Clear & stringy mucus/slime

Hey everyone. I have a bloom of some kind of clear mucus / slime in the tank. So far water changes, brushing & siphoning, and chemiclean haven't been able to touch it.

Ammonia - 0
Nitrite - 0
Nitrate - 0
Phosphate - 0
PH - 8.1
Temp - 79F
Cycled - August 2014
Equipment - 55g, HOB Skimmer, HOB Fuge, LEDs, Power Heads, 60LB rock, 120LB sand.
Live Stock - Carpenter Wrasse, pistol shrimp, Hammer, Frogspans, torches, BTA, Ducan, Zoas, Nassariuses, Nerites, Ceriths, Blue Legs, Pods

Everything I have read seems to point toward a bacterial bloom. Can anyone confirm it is bacterial? Any known causes / treatment options?

I think it is wrasse doing, but I am not 100% sure. Occasionally, I find some spider-web like mucus thing in different locations of the tank. I, too, have a Carpenter Flasher.
 
Dinoflagllates started as clear and stringy in my sump because there is no light. Then when it went to the display it appeared as brown and had air bubbles in it. I got it from carbon dosing and got rid of it through a 3 day black out, and a big water change after. And after that I cut the photo period to 6 hrs.
 
Dinoflagllate makes sense unless you have a lot of snails spawning, I have had some really muck up my tank but usually only lasted a couple hours.
