Cloudy water in QT

I seem to have a recuring problem with cloudy water in my 20L QT tank.The tank only has a Whisper filter,Visitherm 50 watt heater,PVC pieces for hiding and a bare bottom and a ball of cheato.
The tank cycled a month ago during use as a hospital with some fish.All the parameters are in check except a little ammonia.

ph 8.0
Temp.78 deg.
Ammonia:trace(.5)
Trite 0
trate 10

*Use ro/di water with 0 TDS.

I have read that this cloudy water could be a bacteria bloom.Water changes clear it some for about 2 days than it slowly gets cloudy again.Any way to clear this up?

Also,no chemicals were used in this tank other than Amequel as I used hypo for treatment.

except a little amonia?
this would mean that the tank is still cycling. I would not put any fish in there. try to put a sponge in your display for a couple of days and then place it in your filter that could speed up your cycle.

It's a QT tank.
It cycled but then I changed out the filter pad and lost some of the biological filtration.Ammonia has to reach free ammonia point before it becomes a problem.I just want to know why the water clouds.And how to clear it,or if it will clear itself.

does your filter has some form of sponge in it for filtration? if not adding a sponge would still be beneficial to absorbe cloudiness. Some carbon might also work

Sounds to me, like a bacteria bloom... At some point you gave the bacteria something to feast on (most likely when you changed out the filter pad), and they multiplied like crazy. It should go away on its own eventually, as long as whatever is feeding the bacteria gets consumed by the bacteria and no more is added to the system.

Give it a couple days and see if it goes away... Don't put any critters in there though, until it clears up...

There's already a fish in there(Coral Beauty).
Other than not being able to see her to good she seems to be fine.I do 10% water changes every 3-4 days.
It's definitely a bacteria bloom.
I'm running carbon in the filter inside the filter pad.
